Level of implementation

Pillar 1, 2 and 3 by the national legal information system (Official State Gazette National Agency - BOE)

Spain is also implementing ELI at the regional level (Autonomous Communities): Pillars 1, 2 and 3 have been implemented by the Vasque Country, Catalonia, Valencia, Murcia, Castilla-La Mancha and Castilla y León. In the case of Murcia, it mus be highlighted that the three pillars have been implemented not only for the regional legislation, but for local legislation also. Extremadura has implemented pillar 1 and is working on pillar 2. Aragón has implemented partially pillar 1. At present, there are other Autonomous Communities working on the implementation

Additional information

Spain is developing ELI implementation with a global prospective. The Spanish legal system is complex and diverse, comprising rules corresponding to different territorial levels: national, regional (Autonomous Communities) and local. Each of these territorial levels has its own official journal and its own legislative information systems. There is a Technical Specification (latest version passed in 2022 by the Sectoral Commission for e-government) that establishes the common guidelines for applying the ELI to national legislation and to that of the Autonomous Communities and local entities. The Technical specification includes the definition of the ELI-URI template, a common set of ELI metadata and the corresponding national authority tables (English version available in https://elidata.es/documentacion_tecnica/especificacion_tecnica.php).
